The voter must know where each party stands on policy issues.
The voter must cast her ballot for the candidate whose stance on policy issues aligns with her own.
The voter must register with the party of the candidate he intends to vote for.
The voter must conduct research on each candidate's stance on the policy issues.
The voter must have a definite opinion on policy issues.
