Why did Abraham Lincoln believe that he was in charge of Reconstruction?
His plan depended heavily on military occupation, and therefore it was his duty as Commander in Chief to be in charge of Reconstruction.
He considered the Civil War to be a rebellion of individuals, not a secession, and it was his Constitutional right to pardon individuals.
