In addition to the declaration of war on Spain, Congress also passed the Teller Amendment, which stated:
The US would grant Cuba its independence if the US conquered it.
The US would return any conquered territory back to Spain at the cessation of hostilities.
An income tax would be instituted to pay for the war, but would be eliminated after the war was paid off.
Businesses would be granted tax breaks if they produced goods for the war.
The US would demand the resignation of the King of Spain and his replacement by a democratically-elected government if the US won the war.
